Regeneration and green revolution for the new headquarters of the Agenzia delle Entrate

The masterplan project on the re-functionalization of the Ex-Caserma Perotti space in Bologna lays its foundation on the harmonious integration of landscape and architecture. The two disciplines are inseparable and actively dialogue in the construction of Bologna’s new urban scenario.

The landscape takes shape starting from the need to protect the area from two existing infrastructures, the railroad and the bus depot, which are negatively impacting both from a perceptual and a health point of view (noise, heat island, air quality). From this analysis of the surroundings took shape the idea of building a hill that wraps around the entire lot and binds with the new architecture of the residences, archive and offices becoming itself a green infrastructure, which generates new public functions related both to the new development of the area and especially to the community that inhabits the neighborhood.

The vegetation system encompassing the hill is the native panphyll forest, which is the lowland forest located in Emilia-Romagna, characterized by the type species of Quercus robur, Fraxinus angustifolia, Acer campestre among tree species, and Prunus spinosa, Crataegus oxyacantha, Cornus sanguinea among shrub species.

Behind the hill, in the heart of the lot, is the entire park area formed by organic islands that recall the design of the hill itself. The park is public and fosters social interaction in the neighborhood and accommodates various functions such as: Picnic area, social gardens, orchard and dog area.

The park features both tree and shrub species, in continuity with the native forest vegetation system but with a sparser arrangement to have large grassy clearings for free play and flower meadows that provide color and low maintenance.
